WESTERN BUREAU:

A St James man arrested on New Year's Day in relation to lottery-scamming activities was offered bail in the Montego Bay Resident Magistrate's Court on Wednesday.

O'Brian Fraser, 19, from Dumfries, is charged with breaches of the Law Reform Act. He was offered $150,000 bail with three sureties and had his case set for mention on February 4.

Allegations said on January 1, 2015, police went on a raid in Grange Pen, Lilliput. During the operation, they came to a house where Fraser was seen. During a search, 12 lead-sheets with contact information for persons living overseas were found. Fraser was subsequently arrested and charged.

Fraser's attorney, Kenneth McLeod, made a successful bail application before presiding magistrate Carolyn Tie.

"He has no previous convictions," McLeod said of Fraser, though he admitted the defendant was unemployed.

The court was also told that the police had yet to verify the numbers on the purported lead-sheets.

RM Tie subsequently offered bail on condition that he reports to the police at specified times each week. The matter was then set for mention on February 4.
