The civil society group Citizens Action for Principle and Integrity (CAPI) is urging the government to focus its efforts on eradicating what it calls the institutionalised corruption at the country's motor vehicle examination depots, instead of hiking traffic fines.
CAPI says this would help to reduce the number of careless and incompetent drivers on the nation's roads and by extension, could significantly reduce the number of people killed in motor vehicle crashes.
The recommendation comes as the group argues that the proposed increases in the fines for speeding and other road traffic offences will not significantly reduce the carnage on the nation's roads.
The increased fines are among several proposed amendments to the Road Traffic Act that will be examined by a joint select committee of Parliament.
CAPI says the increased fines will only perpetuate what it calls the 'write a ticket or leave a money culture' among those corrupt police who prey on self-preserving motorists.
